National Food Security Mission


A Centrally Sponsored Scheme, “National Food Security Mission (NFSM)” was launched in October, 2007. The Mission is being continued during 12th Five Year Plan with new targets of additional production of food grains of 25 million tons of food grains comprising of 10 million tons rice, 8 million tons of wheat, 4 million tons of pulses and 3 million tons of coarse cereals by the end of 12th Five Year Plan.

The NFSM during the 12th Five Year Plan have five components (i) NFSM-Rice; (ii) NFSM-Wheat; (iii) NFSM-Pulses, (iv) NFSM-Coarse cereals and (v) NFSM-Commercial Crops.

2. Objectives

  • Increasing production of rice, wheat, pulses and coarse cereals through area expansion and productivity enhancement in a sustainable manner in the identified districts of the country

  • Restoring soil fertility and productivity at the individual farm level and

  • Enhancing farm level economy (i.e. farm profits) to restore confidence amongst the farmers.

3. Area of Operation

NFSM-Rice, NFSM-Wheat, NFSM-Pulses and NFSM-Coarse cereals are being implemented in 199, 119, 557 and 182 identified districts of different States, respectively. The district identified based on the following criteria:-

  • Districts with area more than 50,000 ha and yield below State average yield under NFSM-rice and NFSM-wheat have been selected.

  • All districts of 16 states included earlier under pulses during 11th Five Years Plan have been selected. All districts of North Eastern States including Sikkim have been included.

  • In case of coarse cereals, the districts covering 70% of the total coarse cereals area of the State have been selected.

  • All districts of north-eastern states (except Assam) with at least 5000 ha area under rice have been selected.

  • Districts with at least 15000 ha area under rice or wheat in hill states of Himachal Pradesh, Jammu & Kashmir and Uttarakhand have been selected.

4.Involvement of Crop Directorates in the monitoring of the NFSM activities being implemented in the States:

To monitor the activities periodically and to render technical help where ever required for smooth implementation of these activities, the Ministry has decided to involve all the Crop Directorates that are strategically located at different places of the country. Accordingly, the Crop Development Directorates vide Ministry’s letter No. 2-3/2007-NFSM dated 28.11.2008 are designated as the “Nodal Agencies” and the Directors of these Directorates as the “Area Officers” for effective monitoring of NFSM activities.

The Directorate of Millets Development has been assigned responsibility to monitor the activities of NFSM in respect of Gujarat and Rajasthan.

6. Interventions of the Programme :

The programme interventions under NFSM are as follows:-

6.1. NFSM-Rice: Cluster Demonstrations on Direct seeded rice/line transplanting/SRI, Hybrid Rice, Swarna Sub-1/Sabhagi Dhan, Cropping system based demonstration, Seed distribution of Hybrid seed and HYVs seed, Plant and soil protection management, Resource conservation techniques/tools, Incentive for pump sets, Paddy thresher/multi-crop thresher, Self Propelled Paddy transplanter, Cropping system based trainings, Miscellaneous expenses, Assistance for local initiatives and other initiatives.

6.2. NFSM-Wheat: Demonstration on improved technologies including cluster demonstrations and cropping system based demonstration, Distribution of HYVs seed, Need based plant/soil management, Resource conservation machineries/Energy management, Efficient water application tools including water carrying pipes, distribution of pump sets, sprinklers sets and Mobile rain gun, Cropping system based trainings, Miscellaneous expenses, Assistance for local initiatives and other initiatives.

6.3. NFSM-Pulses: Demonstration on improved technologies including cluster demonstrations and cropping system based demonstration, Distribution of HYVs seed, Integrated nutrient management, Integrated pest management including distribution of PP chemicals and weedicides, Resource conservation technologies/tools, Efficient water application tools including distribution of sprinklers sets, pump sets, pipe for carrying water from source to the field and Mobile rain gun, Cropping system based trainings, Miscellaneous expenses, Assistance for local initiatives and other initiatives.

6.4. NFSM-Coarse Cereals: Demonstration of improved packages, Distribution of certified seed including HYVs and Hybrid seed, PMT at district and State level, Assistance for local initiatives and other initiatives.
